POLICIES
EDI (Equality, Diversity, and Inclusion) policy, anti-discrimination, anti-harassment, and anti- corruption implemented at Petra Christian University (PCU), are not solely based on one specific policy, instead, they are spread out across various Decrees and Employee Regulations that have been previously established by PCU and hold equal legal force as specific policies. The following are aspects related to these policies that are implemented at the campus.
Equality-Diversity-Inclusion Policy
Age
Through Decree No. 210 of 1986, Petra Christian University sets the age limit for prospective employees, which is a minimum of 18 years and a maximum of 40 years. Nevertheless, the age requirement can be disregarded if PCU has specific needs concerning the respective prospective employee.
Regarding current employees, PCU has age limitation rules, which are 60 years for regular lecturers and 70 years for those holding the title of Professor. However, in line with the YPTK Petra Management Regulation No. 001 of 2021, employees who have reached a certain age limit can be rehired under a contract as retired employees.
These age-related policies are not standalone but rather coordinated with other policies.
Gender
PCU does not impose gender restrictions in recruiting employees or obtaining rights. Female employees also receive family allowances like male employees.
Management positions are open to female employees as well. This is because PCU does not view gender as a prerequisite for holding any position. All positions or roles can be filled by individuals of any gender, based on their expertise and capabilities that have been assessed by the university.
Marriage
The university has provisions regarding leave for the (first) marriage. This is stipulated in the Employee Guidelines book, decided through the Rector's Decree No. 344 of 2015. In cases of marriage, leave is granted and is considered an employee's rights for important reasons.
Pregnancies & Matternity
Pregnancies & Maternity Regarding pregnancy, female employees are not entitled to leave. However, in the case of childbirth, female employees are granted maternity leave outside their responsibility for 3 (three) months. During this period of 3 (three) months, permanent employees are entitled to receive their salary from the university. This is specified in the Employee Guidelines book.
Disability
Petra Christian University (PCU) has never imposed any prohibitions related to the presence of individuals with disabilities, whether as employees or students. PCU believes that everyone has equal rights to pursue livelihoods and obtain education. The policies adopted by PCU are in line with the regulations established by the government concerning individuals with disabilities.
Religion / Belief
Regarding the religious beliefs held by every Indonesian citizen, Petra Christian University (PCU) affirms that there are no restrictions on the presence of employees or students who practice different religions. While PCU upholds Christian values, many non-Christian employees and students work or study at this campus.
Race
Petra Christian University (PCU) does not have specific documents regulating this aspect. However, there have never been any cases of prohibiting certain races from working at Petra Christian University. Evidently, to this day, the employees working at PCU consist of various races or ethnicities. Campus leaders are very concerned about acts of discrimination, including race-based discrimination. Any violation, in this case, discriminatory actions, will face serious sanctions.
Anti-Discrimination and Harassment Policy
Prevention of discrimination and harassment is an effort undertaken by Petra Christian University (PCU) to provide security and comfort for everyone within the campus environment. Lecturers, staff, and students have a responsibility to create a pleasant and conducive atmosphere at PCU.
In 2019, a circular letter number 1135 was issued regarding the prevention of bullying and sexual harassment within the PCU campus. This circular letter reflects the university's responsibility to create a conducive environment for all campus members.
The circular emphasizes that every student has the right to be treated without discrimination by anyone. Their interests should be respected to be active, to develop, express opinions, socialize, and express themselves according to decency/appropriateness to achieve learning goals in the PCU environment. The circular also addresses sexual harassment, which is described as conduct that violates decorum or morality, where the recipient does not desire or reject any forms of sexually oriented attention, including whistling, verbal comments, gestures, depictions, or demonstrations that are culturally or socially unacceptable (against norms of decency).
This prevention effort is implemented during lectures, meetings, or gatherings or through development programs. In addition, there are responsive efforts by receiving and processing any reports of violation, by promptly reporting every incident of violation to the University Leaders. Finally, there are also repressive efforts, where the University Leadership enforces disciplinary action when violations occur, involving an ad-hoc team to investigate and recommend necessary actions, including any forms and types of sanctions, as well as counseling and recovery for the victims.
Regarding repressive efforts, the University Leaders may take legal action by reporting the case to relevant authorities. Furthermore, the University Leaders enforce disciplinary actions and a code of ethics for employees, in accordance with applicable regulations for lecturers and staff if the violations are related to their conduct.
In the prevention of discriminatory practices, PCU released circular letter number 1182 in 2019, which addresses the use of social media. It specifically emphasizes that lecturers, staff, and students must abide by the law and ethical standards, refraining from disseminating issues related to SARA (Suku, Agama, Ras, dan Antar Golongan / Ethnicity, Religion, Race, and Inter- group Relations), hatred, pornography, attacks on individuals' dignity, or any content related to violence.
Anti-Bribery and Corruption Policy
As a campus grounded in Christian values, PCU is serious about overcoming bribery and corruption.
In line with the Decree Number 213 of 1986 concerning the Disciplinary Measures for Employees of Petra Christian University, which has also been adapted and incorporated into the 2023 employee handbook, PCU provides clear guidelines to lecturers and staff regarding actions related to bribery and corruption. This includes preventing any misuse of university funds, assets, or valuable documents.
Another important consideration is refraining from engaging in activities, either in collaboration with others or individually within the workplace, which serve personal interests, specific groups, or third parties and may directly or indirectly harm the university.
Additionally, it is crucial to strictly avoid any form of unauthorized levies while performing one's duties for the benefit of personal interests, specific groups, or third parties.
